These washers are meant to be used with structural bolts to ensure the proper amount of tension has been achieved. They have multiple protrusions on the flat surface that compress when the right amount of tension is applied. Some style emits colorful plastic when the protrusions are compressed so you can easily tell that the proper tension has been applied.
